Over recent decades Australia has sought to strengthen its relationship with Asian countries, with this becoming the focus of the country's network of diplomatic missions. The country also has a longstanding alliance with the United States of America. It maintains significant ties with ASEAN and has become steadfastly allied with New Zealand, through long-standing ties dating back to the 1800s. Given its history of starting and supporting important regional and global initiatives, it has been described as a regional middle power par excellence. Australia is active in the United Nations and the Commonwealth of Nations. Key concerns include free trade, terrorism, refugees, economic co-operation with Asia and stability in the Indo-Pacific. Australia's foreign policy is guided by a commitment to multilateralism and regionalism, as well as to build strong bilateral relations with its allies. In February 2020 the ACT Government and the Australian Government reached agreement to facilitate the projected growth of diplomatic missions and foreign representation in the National Capital through the transfer of Block 4 Section 106, and approximately 70% of Block 5 Section 121 to the Commonwealth. The preliminary design will be used by the NCA to form the basis of a business case to the Australian Government to inform future capital works proposals for estate development and (subdivision) construction works. Preparation of the preliminary concept plan will include engagement with key stakeholders in late 2021. The NCA has engaged Cardno (NSW/ACT) Pty Ltd to undertake site investigations and prepare a preliminary concept plan for the North Curtin Diplomatic Estate.
